Under the Renewable Energy (Electricity) Act 2000, Large-scale Generation Certificates (LGCs) cease to be created after 31 December 2030. LGCs have been the primary instrument for substantiating renewable-electricity claims in Australia, including for market-based Scope 2 reporting.
From 3 November 2025, Renewable Energy Guarantee of Origin (REGO) certificates began to be issued under the Future Made in Australia (Guarantee of Origin) Act 2024, running in parallel with LGCs during the transition. Organisations that rely on LGCs for renewable-electricity claims — including PPA holders and sustainability teams — will need to re-paper those arrangements onto REGOs ahead of the LGC sunset.
Any organisation that relies on LGCs to substantiate renewable-electricity or market-based Scope 2 claims — corporate buyers, PPA holders, and entities with renewable-energy commitments.
